What's the best way to make a raised chest emblem?

I'm working on a 12" figure of a character that I created and I want his chest insignia to have a raised effect to it so that it stands out from his chest.I figure that I should make it before the costume is actually on the figure but I'm not sure about how to do it.I'm useing a True Type male body for the figure.Below is a picture of what it looks like.Any suggestions or advice would be greatly appreciated.

i would think you would have to sculpt it with sculpy and afix it to the body?

Or you could cut it out of plastic card

Or you could also print a few of them up on paper and cut the emblem out and stick them all together and cover with watered down p.v.a glue

Cut it from iron on material.
