How to make a frozen effect on clothing

Hello All. I'm working on a custom one-sixth scale T-1000 figure and I'm wanting to do the frozen look on his police patrol outfit from the steel mill scene. I've seen someone else on here with the frozen effect on their figure and I wanted to know if anyone could help. Thanks

Micro balloons mixed with PVA glue is what you are looking for. Check model rail supplies for them. They are made by 3M for light weight filler.
