It means the item is low on stock and close to going on Waitlist.

Shows when you add the item to your cart. Not really any other way to check unless you look at the last chance page on Sideshow, but I think thats only for in stock items.

Never know! I think first reveals were mid-Feb? Got to jump on it then or you might be without one and pay dearly on the secondary market. This could be going on for another 2 years.
