Ebay confirmed address

Okay I purchased an item on ebay, then the seller messaged me and said they could not ship the item due to an unconfirmed address, which is weird cause my shipping address with ebay and paypal is confirmed and has been for about 2 years now, first time this has ever happened to me, has this happened to anyone else?

Are your addresses the same on eBay and Paypal? I've come across them being different when selling. I think the only way you can have a confirmed address on eBay is to have your bank account tied in. I won't do this.

yes both address are the same.
