And one more thing ( ), could you please measure his head, so i can compare it (height wise) with my other 1/6 sculpts?

Correct, the neck isn´t drilled. From the chin to the top of the head measure 4,5 cm (1" 3/4). The proportions are good so this way Columbo looks like a short man with those bodies.
