Red Ninjas Neck/chest

I want my red ninjas to be more comic accurate where their neck/chest parts are not revealed.
They are actually wearing read costume on it as well
any hope to make it look like this pic? (its from cool toy review)

Can you just take the top with you to a fabric store and just buy something that matches it. Wrap it like a scarf around the neck.

Really the stock figure? the red neck cloth thingy can be pulled till the chest?

I managed to get this look from a red balloon i cut the red balloon rubber and made a hole for the red ninja head.
