This is an assumption on my part. When they said it was formed by Maria, I'm assuming Fury had a hand in it (given the events of Captain Marvel). In the MCU, this is named "Sentient Weapon Observation and Response Division" which I would assume is a reaction to the Destroyer sent in Thor.

I guess Sentient Weapon does not have to be confined to technological threats as super-powered beings can be considered as "Sentient Weapons" in their own right.

About Vision:

Is Vision's dead body physically there? I mean, did Wanda take Vision's consciousness (or something like it) and placed it in his dead body? I'm wondering if Vision's living appearance is just a shell Wanda made around his dead body. Or is Vision just in Wanda's head (hence him appearing in his dead form when the reality around her broke down)? I don't think he's just in Wanda's head though since he experiences things around in the town while Wanda isn't around.

Also, love how Elizabeth Olsen is bringing back that creepy AoU Wanda vibe.

So rewatching back episode 3 with episode 4 in mind:

The "broadcast" is definitely not in real time, or time in the field is different from the real world. Geraldine/Monica for example was ejected during the day time, but landed at night. It would also allow for the "edits" to happen. We don't see the episode rewind on the beekeeper's (agent Frankline) entrance or when Vision figures out something is wrong with that reality, or when Wanda ejects Monica out of that world.

I would look back and read what peeps are saying but I am worried about spoilers if the show is getting interesting.

It?s hard to get into .....honestly skip the first episode , it?s boring and not needed.

You could start on episode 3 ANH get most of what?s good while jettisoning some over hyped gimmick of making the old time shows part of Wandas trauma.

I'm on the other end of this. I think the first two episodes did a great job at establishing the tone and the mystery of the world of Westview. I found them to be an entertaining watch at the very least. It's not your typical Marvel though so it might throw you off if you are looking for the usual MCU tone.

Yep I am the same. Those episodes were so important setting up everything. Watching episode 4 without them wouldn?t make much sense. Plus they are just fun, seeing them do that magic act cracks me up every time I watch it. Flourish!
