Marvel has contradicted itself so many times with this topic, its ridiculous.
Stan Lee said he wanted someone stronger than the hulk, but Hulk was the strongest human, thats why they went with a God when Thor started. Its kind of like different leagues... Hulk was the top in the human league (not the 80s band either) Thor was the top in the gods league, then you had the cosmic league with Galactus and the Celestials which kind of transcended the physical sense of strength.
IMO they will always be Stan's toys, so he makes the rules no matter how much they want to twist things for effect. Thor is the strongest, Steve Rogers is Captain America, Tony Stark is Iron Man, Peter Parker is the everyman...
They do this all the time. Back when I used to collect X-Men I noticed how they started putting Wolverine in everything just to sell it, and then they started making all the characters dark and edgy like Wolverine.
Dark and edgy only works in contrast
