Pastels not sticking to paint?

Hi,

I'm just trying out various techniques for creating skintone and currently trying the pastel method. I'm having a bit of bad luck here. I successfully created a light basecoat with testors acryllic paint. I then attempted to drybrush on pastel. I went over several tutorials but I can't seem to get a solid foundation to blend. I even tried to do a little at a time then cover with a matte finish and add more. What am I doing wrong?

I had similar issues with a female headsculpt when the paint would chip. Though I've yet to do it, but I would suggest priming your figure first.

I did that and then added a base coat of paint. Hmmmm
