There are many ways to reconcile the "too advanced" look in the context of the game.

For starters, the whole idea an earlier, "more advanced" and unheard of design, was the point, hence the name.
Then, it really wasn't supposed to work it needed actual magic to work.
And to finish, it's not really a better weapon than most of the Metal Gears, it's only really nuclear if it self destructs, I would assume most countries would rather have a Rex or a Peace Walker (which can even fake nuclear threats), than a Sally.

I think Sahellakabab exists solely because of Kojima's emphatic love for Pacific Rim. He figured that Gypsy Danger and REX ought to have a love child, and... there you go. It has REX's eyes and Gypsy Danger's thighs.

I think Kojima's reasoning for Rex "transforming" is that I think Kojima figured hey in 1984 transforming robots were all the rage spanning through transformers, gobots, macross, even gundam so why not metal gear?

I collect PAKs, but I've only ordered regs BDU and the sneaking suit from V. Too expensive now to have everyone along with the 1/6, although the PAK quiet does compliment Big Boss well

also both are stock nothing done to them, just have a light source direct on them, don't look as shiny in hand, VS is quite matte
