It's just in German because he's using the German ebay portal. The actual listing is in English and the seller is from Malaysia. Here's the same listing from ebay.com:

I don't think it's super over priced or anything, when you take into account how much the figure retailed for. You could try just buying the complete figure and selling what you don't need, too.
