That's not Hot Toys, it's from another company that goes by Dragon something. Not sure on the name but it's not Hot Toys.
 
Yea that's from Dragons "Action Hero Vignette" line. They already released Iron Man, Thor, Hulk etc so I'm sure this falls in the same guidelines. I believe they're 1/7 scale, and they come in an unpainted and painted version. They also come unassembled so you have to pop them together quick. If I remember correctly the paInted versions come with a detailed base (Hulk came with cracked concrete), and the unpainted ones come with a plain black base.

EDIT - my bad, they're 1/9 scale not 1/7
 
Dragon used to produce a series of 1/6 military figures and they are producing premium quality model kits, mostly military. Their Avengers model kits looks good so far, especially Iron Man.
