never ordered from them before but if anyone has can you tell me if they are new or pre-owned hot toys?

They're new. Dave who runs the store doesn't offer pre-orders so he always has stock of new releases when they come out.

I've ordered from them several times and the service is good.

Hi SubjectZero - I've just joined the forum today so please let me set your mind at ease by saying that all the figures on the DisconToys website are Brand New & Factory Sealed. As previously stated by Brian at HotToysUK, we don't do pre-orders for fear of letting a customer down if our order quantity is cut by Sideshow but will notify a customer when a figure arrives into stock if requested to do so.
