Looking back at my Diamond Select Rowlf vs. Hot Toys, let me retract my statement. While the head is something you can imagine being controlled by a 1/6 scale human, it's way too small. Palisades is closer.
 
Looks like Super7 Re-action Sesame St. line come in 3.75"
These are quite charming, though I need to know there will be a St. Playset to display them in.

I'm aware the human characters are a peculiar interest, as they were neither muppets or the most memorable part of the show, but if the muppets fall under 3.75" scale, what scale would compatible "human" figures need to be to coincide with this line?

David & that other lady (maybe Native American? Buffy?

Kidding! Though I would consider the two lead puppeteers Henson & Oz
If they came with a couple of in scale characters to swap out on their hands. (maybe with separate attachable legs, so you could alternately pose the muppets standing next to the "humans")
