No, it's not. As crasis noted, the headsculpt in the photos is an earlier iteration. The 'revised' sculpt is the computer render shown among the pictures of the figure release.

They actually did launch the first wave of products (Data, Locutus, Riker), and the figures are available at BBTS and other retailers. I saw detailed reviews of both Riker and Data on Youtube.
