Does it come with enough bullets to go around the entire belt?
I can't vouch for how tall the LIM figure is (away from home at the moment, can't measure) but Arthur Morgan is 6'2", going off of how tall his model is next to the other gang members. (Note: don't assume their height by the cutscenes, R* adjusted their heights in them so the eyelines would be more consistent.)
No it comes with about 8 to 10 I believe and then 4 shotgun shells
The gun belt and holsters are made of leather so they're fairly sturdy, but make sure to adjust the positions of the holsters and knife sheath, since they're just looped onto the belt. Once you put it on, move them around so that they're in the correct positions.

How much of the belt does that cover?
I will, of course I got wait to get my Arthur, but will definitely do a side by side. For me, for the price even if I have Arthur standing next to him with a base camp scene it will be stunning. I do know the horse is heavy and a polystone type material with real hair mane and tail - well real synthetic hair I mean. Just happy it comes with the saddle, bridal, and gear for that price as well. Throw on a bed roll, canteen, a rifle sheath, saddle bags few other goodies and you have it made.

That explains why there are no pictures of him aiming it. What about without the jacket?
