They probably do it to gauge interest, so that they can not make the characters that people want.
That is the reason, but is very annoying for the regular collector. They show those protos at various conventions but they will never get released. Quite disappointing
 
Funny, I have a friend at work who think my toy collecting is hilarious. She always asks about what I bought and how I set up my display. I showed her the milk carton and she said that someone should make a prototype video just like the missing kids in the soul asylum runaway train video from years ago. All the missing prototypes like baze and Death Star trooper with the date of the first con they were shown, set just like the video. That would be hysterical.

You can use this image as a base and add all the other figures that haven't been made.

I feel like those ships were only ever made to look cool at conventions and Hot Toys never intended to make them (maybe the falcon cockpit). Out of the rest of those, I only think we’ll see Bespin Luke one day for sure and more than likely some version on 3PO. Battle Droid is likely if we see one in live action again same for the 212th. (Maybe a Kenobi series flashback, same goes for the CW armor Obi-Wan)
 
Boushh is one of my most wanted from the OT.

Im actually surprised by how my Boushh with Tomy helmet still holds up today but yeah, I still wouldn’t mind Hot Toys take on him.

His story in his one-shot comic is actually very interesting and I wonder if they’re trying to ret-con him as a sympathetic character now, instead of a throwaway explanation for Leia’s ROTJ costume.

The 1/6 ships shown by HT would cost a fortune. They were not likely to be made, despite some believing till the last moment that HT will make them. An EFX Studio Scale TIE Fighter goes for $1500-2500. DeAgostini studio scale Falcon has a similar cost (not even mentioning the MR). So to make these in 1/6 would be VERY expensive, and even shipping would be a ton. The Falcon cockpit could have been made if they really wanted to. The same with various speeders. But not the TIEs.

But the figures shown there should all have been made by now.
 
Hot Toys can’t even get character figures out in a timely fashion if they have a head sculpt. I want no part of ships further slowing down their production times.

Some of the figures shown would likely sell bad. I'm sure the Solo figures that were made had low POs. The Death Star Trooper guy probably wasn't worth making a headsculpt for a unnamed character. Some of the others have no excuse.

If they were released after being shown they would have sold well enough, even the less desirable ones. But I believe this list of unmade prototypes will get bigger in time to the disappointment of the fans. But HT will make other Vader, Fett and Ironman figures for sure, to cover all their costs.

I mean if you were Hot Toys would you make the Iron Man repaint that is guaranteed to sell, or the Death Star Trooper that was on screen for around ten seconds?

I would make both. Because variety in products brings more fans to the table. Especially the Death Star Trooper who has the nostalgia effect for vintage collectors.
